Established in 1948, the center is currently led by Professors Jin Chunshun and Wen Lianji as its leading experts. Professor Wen Lianji serves as a member of the Otolaryngology Group of the Sleep Medicine Professional Committee of the Chinese Medical Doctor Association. The Otolaryngology-Head and Neck Surgery Diagnosis and Treatment Center has been recognized as a key medical specialty in Changchun during the "Twelfth Five-Year Plan" period. It is also designated as a National Cochlear Implant Base, an authorized implementation unit of the National Genomic Project for Deafness, a National Training Base for Nasal Endoscopy and Laryngoscopy, and a member unit of the National Clinical Research Center for Otolaryngological Diseases. Additionally, it serves as the Neonatal Hearing Screening and Evaluation Center for Jilin Province and Changchun City, and leads an alliance of otolaryngology-head and neck surgery departments across 31 hospitals in Jilin Province through multi-center collaboration.

The center comprises four subspecialties: Otology, Skull Base Surgery (Rhinology-Cranial Base), Laryngology, and Head and Neck Surgery. It currently employs 7 chief physicians and 7 associate chief physicians, along with 4 doctoral supervisors and 9 master's supervisors. The center operates 112 inpatient beds and handles approximately 110,000 outpatient visits annually, performing over 5,000 surgeries each year. It has established the province's first voice therapy clinic, as well as specialized clinics for dizziness, olfaction disorders, and sleep apnea (snoring), equipped with standardized sleep monitoring wards. The discipline focuses on standardized treatment for laryngeal and hypopharyngeal cancer, multidisciplinary team (MDT) diagnosis and treatment of head and neck tumors, reconstruction with various free and pedicled flaps for advanced head and neck cancers, precision laryngeal and otological microsurgery, and precise endoscopic nasal surgery. It also performs lateral skull base and sinonasal-anterior cranial base surgeries, and has developed specialized expertise in personalized diagnosis and treatment of adult and pediatric sleep apnea, correction of neonatal external ear deformities, cochlear implantation, olfactory function testing, and rhinoplasty.
